HR Director – Job Description
Location: Hamilton Twp., Mercer County New Jersey
Company: Heavy Civil Construction Firm
Position Type: Full-Time, On-Site
Position Overview
The HR Director provides strategic and operational leadership across all Human Resources functions for a heavy civil construction company operating in New Jersey. This role is responsible for driving workforce planning, talent acquisition, compliance, labor relations, performance management, benefits administration, and organizational development.
Key Responsibilities
Strategic Leadership
Develop and execute HR strategies aligned with company goals and workforce needs.
Advise executive leadership on organizational design and staffing plans.
Lead HR planning for project mobilizations and seasonal workforce fluctuations.
Talent Acquisition & Workforce Planning
Oversee recruitment for field, shop, and office positions.
Coordinate workforce forecasting with project teams.
Maintain industry networks and craft-labor pipelines.
Employee Relations & Labor Compliance
Provide guidance on employee relations matters.
Ensure compliance with NJ labor law, DOT, FMCSA, I-9, and EEO requirements.
Maintain positive labor relations, including union interactions when applicable.
Performance Management
Oversee performance review programs and coaching frameworks.
Partner with supervisors to address performance concerns.
Compensation & Benefits
Manage benefits administration and leave policies.
Review job classifications, pay scales, and prevailing wage issues.
Training & Development
Lead onboarding programs and ensure jobsite training completion.
Develop leadership training for supervisors and project managers.
HR Operations & Compliance
Maintain HRIS integrity, reporting, and documentation.
Oversee policy management, handbook updates, and regulatory reporting.
Ensure consistent HR policy application across all business units.
Requirements
Qualifications
Required
Bachelor’s degree in Human Resources, Business Administration, or related field.
8+ years of progressive HR experience, with at least 4 years in a leadership role.
Strong knowledge of NJ/PA/NY labor laws and employment compliance.
Excellent communication, problem-solving, and leadership skills.
Preferred
SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
Experience in construction, heavy civil, or infrastructure industries
Experience with union environments and prevailing wage requirements.
Familiarity with construction HRIS platforms.
